Updated firmware ULPMC 17 for Mesa 2

The ULPMC firmware version 17 is now being installed in production and at certified repair centers. The changes included are as follows.

• Implemented improvement to prevent potential premature low battery warnings due to high system current draw such as from the optional integrated Extended Range RFID reader
• Better handling of rapid docking and undocking (which is not recommended in any case)
• Added a third layer of protection to battery charging and monitoring
• Removed function for changing battery firmware parameters
